Yeah, if I was smarter I would have asked this beforehand.  Bought a pistol from Battlehawk (no thanks to the ARCOM Deals emails) and it should arrive to Oregon Rifleworks soon. I didn't actually look into the next steps. I assume when they process the gun there will be a background check and a waiting period? I don't have my CHL anymore but it's on the list of things to do. Any gotchas I should look out for? Oh crap. Am I going to be screwed because of the purchase permit? Good grief, every website says something different. |

I suspect that the judges will take a few weeks to issue a decision so the 28th should not be a drop dead date. Besides, Judge Immergut, the federal judge, said they can't demand a permit until and unless a permit system is in place. As far as ID, whatever you put down on the 4473 should match your DL or other official ID issued by Oregon. That will speed things up considerably. I believe the cue is down to a pretty reasonable number right now. Ask if the FFL will call it in instead of just submitting online. |

I did ~65 backgrounds for the gun show and not a single purchase permit in sight. So the 4473, OSP may try to slow roll everything as usual and blame it on someone else. Be prepared to wait a few days for them to get through 20 people in the queue. They have good days and bad days. |

They have good days and bad days. So at the gun show if it takes a few days does that mean you have meet up with the buyers a few days after the show for the transfer? I stopped at the shop doing the transfer. They just said I need my DL. They didn't mention any other waits. |

The wait is OSP being retarded and inefficient. Their efficiency has gone way down in the past couple years. It fell off a cliff with the 114 BS and has never recovered. We have ~90% of the buyers have to wait a minimum of 24hrs for OSP to get around to things. There are a lot of changes OSP has been doing that make things worse and slower including if they don't like how things are put in they just cancel the submission with no notification. We have people they haven't bothered to get to for 2 years in the queue. You cannot take possession until the background clears. It basically works that way everywhere across the nation. Yes, I know there are states that CHL can fill out a 4473 and walk. Pretty sure the permit to purchase idiocy is dead. Most of the state said they were not going to bother to issue them or do anything to meet the requirements to issue them. That was years ago. The lunacy of the permit to purchase was something along the lines of requirements to do some form of education and background check to get the permit to purchase then you can go purchase from a FFL who again has to do a background on you before you can take it home. Pretty stupid. |

Well... that was easy. But it's about to get hard. First, Oregon Rifleworks is great. Highly recommend. Very professional and everything was dead simple. Super smooth. And they have large selection of stuff. In looking at various AR parts there's a huge variety and prices are very decent. Will be back to buy more AR goodies. If you decide to use them for transfers be sure to use their online form first. Went in, said I was there for a transfer, handed over my DL. They came back out in a couple minutes and I filled out a form. I assume it was for the background check, I'm not big on details. A few minutes later they said the background check was good and sent me to a laptop where I filled out the 4473. Took me a couple minutes.Then I was done. Grabbed a box of ammo and paid for the transfer and background check ($50 for transfer and $10 for background check). Then out the door I went. I didn't time it but maybe 20 mins? Could have been less if I hadn't been browsing the parts selection or chatting. Now the bad news. In talking to one of the guys he expects 114 to be allowed next week. Dumb luck I bought when I did. He did note there isn't the panic buying like when the Measure was first put in. Apparently people either don't know or expect 114 to go back into effect or they bought everything the last time.  |

I'll have to ask some local FFLs. None of them have mentioned 114 in a year or better. Likely FFLs have no idea. I do know that law enforcement around me will not be participating in any sort of permit to purchase. Wouldn't be the first time they gave the state the middle finger. $60 for a transfer sounds pretty high. Around me the highest I've seen is $30. At the gun shows we charge $30 (up from our usual $20) and $10 an additional gun. Had to bump the costs up as OSP likes to drag their feet and we have to hold on to them for a while. We have had to expand storage twice in the past due to OSP dragging their feet. 30% increase has been to pay for that expansion. I'm not sure what one of my local shops charges I won't go in there. The owner does sketchy stuff and isn't someone I'd want to deal with or handle my firearm/information. |

We just don't have room to store 50-100+ customer guns plus any inventory. I'm not a FFL but I work for one when things get busy or if he needs machining and fab work. Hell, my MG transfer was $30 at one of the NFA friendly shops. I hope the sheriffs give a giant middle finger and they should. |
