Eliminate Property Tax in Ohio? (Page 1 of 3)

Link In a short meeting, the Ohio Ballot Board signed off on a proposed constitutional amendment abolishing property taxes in the state. The only question before the board was whether the proposal contains one or multiple amendments. Supporters contend lawmakers have been unwilling or unable to make significant enough changes as property taxes climb. But critics warn eliminating that revenue stream could cripple important services like schools and first responders. |
|
On social media I keep asking the same question-what will replace the revenue stream. I assume that will be made up in sales and income taxes, which I assume both need approved at the ballot box. That said, unless a compelling argument against it comes along, I'll be for it because whether income or sales taxes, it's spread across more people. |
I'm on break.

Oh look another ballot initiative to amend our State Constitution! That alone should be a reason to vote no. This might look good on the surface, but ask yourself, what the hell are they going to do to off set this? Now ask the same question to the idiots that are pushing this agenda. What is their answer....., Higher Sales tax? Higher Income tax? Fuel taxes? Higher fees to renew your driver license? Higher utility bills? Do you want every freeway in the State to be a toll road? Marijuana and Lottery tickets aren't going to cover it all. Does this mean non US Citizens and/or non Ohio residents that own land in Ohio do not have to pay property taxes also (They should still have to pay)? So what is the solution? Why does this need to be put in our State Constitution? I personally do not mind paying higher property taxes. It keeps the ghetto goblins from moving in. Ever think about that? This direct democracy shit needs to stop! |

I totally get there are pros and cons to eliminating the real estate tax. The “riff raff” tax bit is true, but that can be also be done with home prices and mortgage payments themselves. The state constitution requires the state to provide thorough and efficient public education. That money has to come from somewhere. I don’t mind paying some amount for public education but holy hell what we have to pay is nuts, and worse, it’s turned into a grift for kooky leftist teachers and staff. Hardly thorough and efficient. Other taxes and fees would necessarily increase to offset the loss, maybe vehicle registration fees would go up a lot, or fuel taxes, general sales tax. Anything is possible. I’m paying $8000/yr, friends are paying $12,000/yr for a smaller newer home. That’s insane and has to end. I would like to move out to a smaller newer less expensive home. It’s the real estate tax, and high new home prices, which locks us in. I’m not going somewhere else to pay higher real estate tax, and higher insurance, and a mortgage for a home smaller than the one I’m in that’s paid off. Screw that. The stated reason why it’s being pushed as a citizen initiative is the state legislature has been sitting on their hands avoiding the subject for too long. That’s the same reason we have gambling casinos, marijuana, abortion protections, among other things in the state constitution. Another factor is the increasing aging of the population, older people are going to vote their interests now. We can’t expect someone to just go along with being forced out of their home because they can’t afford the real estate tax anymore. I don’t know if it’s a citizen initiated state constitutional amendment or citizen initiated legislation. Could be either, I haven’t seen the text of the citizen initiative yet. |
|
My property taxes go to: Local school district = 53% County general fund = 7% Vocational school = 5% Fire dept = 4% Township roads = 3% Several mix of things round out the bottom of the list, almost all of which will still get money from somewhere. My guess is, without a solid plan in place, just a blanket "get rid of property tax" law is going to backfire and be more expensive than the property taxes were in the first place. |

I always find it interesting when the topic of reducing taxes comes up and people ask how that revenue is going to be replaced. It’s not the government’s money and they have no rights to a certain amount of what we earn. Property taxes are used by the county government to control citizens. Personally I would prefer they not have that power and I would also like to actually own my house and land. It appears some here like the status quo and support using property taxes as a weapon against Ohioans. I agree there are questions about how it will work but I always try to approach these issues from the position of what reduces government power and increases freedoms for citizens. Eliminating property taxes does both. |

Property taxes are abhorrent. I'm not worried one bit about replacing the lost revenue. Axe it all. If it's important enough, the people of Ohio will find a way to fund it. It's time to start erring on the side of freedom. |

Because none of this will pass if those are the things that get defunded. |

Not when it only requires a small percentage of signatures from half the counties and a mere simple majority of voters. If you think the ballot initiative process is so wonderful, just wait until Moms Demand Action gets their agenda on the ballot. But hey never mind risking prosecution for not registering your semi auto's, or having 30 round mags. After all, you'll have no property tax to pay. So it's all good, right? Trade some freedom for some freedom? Is that the way it works? Direct Democracy at its finest. Majority wins? Man, if only our Federal Constitution was set up like our State Constitution. Get a billionaire like Soros to fund your cause. A small percent of signatures from only half the States. It could be bloated to over a thousand pages by now. Run non stop ad's. Joe Blow, Karen Soccer mom and Sancho from south of the border say "yeah that's a great idea, Im going to vote for it" And boom, with a simple majority it's now put in our federal constitution, just like our State. Ah yes, Think of the possibilities, what could possibly go wrong?! Mob.....Oh I mean majority rule at its finest. And for the record, I am not entirely against the cause. I am against the process. |

There are lots of ways to fund those things while not giving up freedom and real property ownership. Are you willing to consider alternatives to the current system which many consider oppressive and unfair? |

Property value to the consumer is already reduced by the amount of tax. Houses with tax abatements sell for higher than the market because people are willing to pay that price. So instead of tens (if not hundreds) of thousands of dollars go to the seller, not the government Originally Posted By gunsho11b: Oh look another ballot initiative to amend our State Constitution! I'd rather have a county sales tax than a property tax. Property tax means your house isn't really yours. Sales tax means the shit you buy is yours. Each county can come up with their own rate not to exceed x%. The fact that the very people who set the property tax rate can tell you what your property is worth is a HUGE conflict of interest and needs to be done away with. Additionally, a county sales tax means everyone pays something into the pool of funds. |
|
If anything, this should be something that should be decided by voters on the local level NOT by the entire State and NOT put in our State Constitution, which is growing to the size of a phone book. If residents in Cleveland want to tax themselves via property tax for schools, public services. Fine. But if residents down in Portsmouth want to eliminate property tax within their community. Fine. This is one example of one size might not fit all. I think we can all agree that the property tax issue does need to be fixed. But lets think this through before casting that ballot as the consequences of eliminating it all together could bite us in the ass. |

My property taxes here in Stark Co are less than $4k/yr. ETA - I'd also like to mention that I have found our taxes overall are generally low as compared to many other states. My parents pay far higher real property tax rates, plus they also have personal property tax and higher sales and use taxes. The system we have might not be great, but one must be wary of alternatives that may end up being worse. Originally Posted By DaveyDug: Property taxes are abhorrent. Ideally it would be combined with a flat tax as well - not a flat tax rate, as many like to use the term, but an actual flat fee per capita. Those two combined would be the most just, as they best reflect the relative needs for government services, which are either equally available for all (e.g., the courts) and therefore best distributed equally, or are most proportional to land area (e.g., defense and infrastructure) and therefore best distributed by real property taxes. Consumption and income taxes are far more unjust, in that they bear little to no relation to one's need of government services. Of course, this is also based on having a just government in the first place, which is kept to the absolute minimum size necessary to provide essential services. |

But lets think this through before casting that ballot as the consequences of eliminating it all together could bite us in the ass. I’m almost 100% sure the Ohio Supreme Court has already said TWICE that using real estate taxes to pay for schools is unconstitutional, yet here we are, no one cares because no one has a plan to fund schools any other way. The reason it’s unconstitutional isn’t because you can’t have the money go from the real estate taxes bank account to the school bank account, it’s because of the exact reason you mention. The court says it’s unfair for one school district to put a levy on a ballot and have it pass and another district do the same thing but have it fail. And that isn’t fair. How many levies are going to pass if less than 1% of the tax increase goes to your school district and the rest goes to all the other districts? Not many. Whatever the revenue stream is for schools, I believe the court has said it needs to be universally beneficial to each student in Ohio, which means if you were in a “good” district, it’s going to suck now, and the sucky ones will still suck, but just a little less, which means more kids in private school, which is a goal of the RINO ruling class in ohio. |

I don't like the ballot initiative process either. It has been used time after time to add garbage to our Constitution that certainly doesn't belong there. That being said, I strongly support a prohibition on property taxes and I am more than fine with that being enshrined in the Constitution. So let's use the tool for something worthwhile for a change. |

I'm in Delaware County, within the city limits of Westerville. My friend also lives in DelCo, within Lewis Center. Neither is a cheap place to live. Property tax goes back several hundred years. The original idea was first you received land from the king and his protection from criminals. Then you produced income on your land via agriculture, aquaculture, industry, etc. And then you paid the king part of the income you generated. Today, we do not generally use our homes for income producing. To the extent you do use them for producing income, you could pay an income tax. Now it's turned into "pay up or get forced out" and that seems, well, terrible and unjust. Today, modern cities are more like "tax farms" than places where we really live, love, raise families, and well, enjoy life. |

NO. And you're the one making ignorant comments about "ghetto goblins." Apparently putting up more barriers to home ownership is beneficial to you. And your comment was about keeping poorer people away from you, not funding public services. Most schools are overfunded and mismanaged. Same with many police depts, it's pretty obvious when they roll around in armored vehicles and you get 3 different agencies showing up to a call in the city(state patrol, city police and county sheriffs). As others have said. When you pay sales tax on something, that's it, you own it. Paying a tax for the continuous "ownership" of a property is BS. I'd say you are far in the minority here, advocating for an increase in taxes where we have already seen almost 100% increase in the last 5 years across the state. |

Ive seen what happens when section 8 inner city thugs move into a community. Guess what crime goes up and then some. Ill never apologize for that. Obviously you grew up in a shell your entire life. As far as schools being overfunded and mismanaged, maybe some are but some are not and some struggle to get by. At no point was I advocating to raise taxes, I was simply pointing out the effects of eliminating a tax in one area, will result in higher taxes elsewhere. Do I want that? Fuck No! Do I think measures should taken to lower and/or place a cap on property taxes. Yes! Do I think this should be something put in our State Constitution? No! Maybe I am in the minority here Don't care! So that being said learn to fucking read, because obviously that is something you struggle with! |

I wonder just how much the curvy subsidizes that number to make it that much cheaper. To the point parental involvement definitely makes a difference in quality and atmosphere |

Glad a local high school is on the fail list. Gives me my tax money back to use it at our Catholic High School. Finally got one out last weekend.. only one more to go! A great deal of homeowners don't get a direct property bill twice a year either, but that doesn't mean they don't pay it - a portion of their monthly mortgage payment goes towards it, just as a renter's monthly rent payment. |

Trying to equate paying rent to anyone that actually purchases property and pays all the associated costs including yearly taxes is a special kind of stupid. Buying property the owner is paying taxes yearly until it's paid then they get to keep paying taxes until they sell it or die. I paid rent before I purchased my 1st house. You can tell the people that don't know the difference and have never purchased property or a home. Let them keep talking, it's comedy gold. If that poster pays rent or lives in their parents basement they think they are paying property taxes! |

Grok says: The Ohio Supreme Court did not rule that property taxes themselves violate Ohio law. However, in the landmark case DeRolph v. State (1997), the court ruled 4–3 that Ohio’s system of funding public schools, which heavily relied on local property taxes, was unconstitutional. The court found that this system failed to provide a "thorough and efficient system of common schools" as required by the Ohio Constitution, due to disparities in funding between wealthier and poorer districts. The decision did not declare property taxes illegal but criticized their use as the primary funding mechanism for schools, as it created inequities. The court ordered the state to devise a more equitable funding system, though subsequent rulings in 2000, 2001, and 2002 noted that the state’s efforts were insufficient, and the issue remains unresolved. |

You can tell the people that don't know the difference and have never purchased property or a home. Let them keep talking, it's comedy gold. If that poster pays rent or lives in their parents basement they think they are paying property taxes! Idk I still see the point. Unless you are getting housing for free, you're rent payment is paying the taxes on the property. And if you never buy a home, you'll be paying rent your whole life. It's kinda like those silencer sales where they say they'll pay the $200 tax for you. You're still paying it, it's just factored into the sales price. If any property owner is charging less for rent than it costs to pay the taxes and maintain the property, then they have no business renting properties. |

No, public school is considered something that benefiits the public, and that you benefit from the education provided to the community's youth regardless of if you have kids in the system. Education has always been considered a local matter. In Ohio "local" quite often means the State, which caps the amount of money a district can get, and re-allocates a portion of those education property taxes to districts around the state. The "unconstitutional" part is that the funding method didn't fund districts evenly enough. Personally I think the state should have nothing to do with schools, leaving the matter solely up to local school districts (funding, policy, curriculum). |

Property Taxes should not be tied to home values. Schools and everyone else who profits from taxes should ask the voters for their money. Maybe this is oversimplistic. Proposed 50% Tax Reduction for Seniors |

Then there are people like me, that pay big property taxes, and have no one paying them rent. So I pay a lot of school taxes with no children, while a person renting a house gets the renter to pay them for him. There needs to be an equal way for everyone in ohio to pay. |
