Xcal in NoVa is doing the same for GOA members for cans bought from their in-store inventory or website. Some of the items on their website aren't in their possession and need to be transferred from a partner, which is where things get a little interesting. If you purchase a can off their website that's not in their possession, they need to have their partner transfer it to them on a Form 3, and then they'll sell it to you as a GOA member without a Form 4. And that brings up an interesting point. The NFA registry previously knew where every can was. They have a Form 2 record of who made it, a Form 3 record of every time it was transferred between FFLs, a Form 4 record of when it was transferred to a non-FFL, and potentially a Form 5 record of someone who inherited it. The cans being sold now without Form 4s will appear in the registry as still in possession of the last FFL who had it. Forever. And since 4473s don't leave the FFL unless the ATF shows up at their door, the ATF no longer has a database showing exactly where all the cans are. I expect something is going to change at some point here, either cans and SBRs/SBSes coming out of the NFA or Congress increasing the stamp fee to some token amount, like a dollar, to make a stamp for those items required again. Either way, interesting times. Never thought I'd see it, but nice to get a win every now and then. |
