If you are looking for an actual pier that goes out into the ocean,the answer is no. Lots of places up and down the coast to fish from jetties. Better than piers as they have structure to attract and hold fish.

Lots of videos on utube of how to fish from jetties.

Newport Jettys are pretty big and lots fish, go out on the south beach jetty, the north jetty you wont catch anything. Becare ful on the jetties they are dangerous.

I jetty fish at Barview (Tillamook) and Rockaway (Nadona Beach). Pretty easy to catch fish and I do not loose a lot of gear. Fun too. Be cautious on rocks.
As mentioned above, YouTube vids will get you to the fish. Good luck.

You can also surf fish for perch.
