The city of Coos Bay wants to build a new library. If you believe the employees of the library, it's going to collapse any minute now. They tried and failed to pass a $30+ million bond to build a new library on the same site. For one thing, how the hell is a single-level 25,000sqft building $30 Million, especially given the fact that they already own the land? I suspect if it wasn't "just taxpayer dollars" the same building would probably be half that cost. That aside, since the bond failed, and supposedly the building might have to be condemned. How do you think this might play out? The city is part of a library district with the neighboring 5 or so towns. Each city in the district is responsible for maintaining their own library building. The library district taxes just fund the operation. Reading through the charter that covers the library district, it seems to be a gray area as to whether or not the individual cities are actually required to have a library at all. But, assuming that the city does decide it legally has to have a library available in the city (per the library district charter), I'm starting to wonder what kind of horrible methods they will use to get this money out of the taxpayers.... The city already imposes a $10/month "transporation fee" which is collected by the public water utility (which I would argue is an illegal tax disgused as a fee). I wonder if they will resort to imposing a "library fee" on water bills, though I suspect that would be less feasible since I don't think a bank would give them a $30+ million note based on a fee that could be challenged in court... |
