I'm not an attorney, and I've read differing opinions on what is covered (barrels for sure), but here is the email that Riflegear sent out about the subject: RifleGear Notice to California Customers – AB-1263 Requirements (Effective January 1, 2026) RifleGear wants to make our California customers aware of new requirements taking effect under California Assembly Bill 1263. This law, signed on October 11, 2025, expands state regulations on certain firearm parts, components, and manufacturing equipment. Beginning January 1, 2026, California will require additional age and ID verification steps for specific items. These rules apply to any retailer selling or shipping these products in California, including RifleGear. Items Affected Under AB-1263 • Unattached firearm barrels • Certain accessories and components, including pistol grips, folding or telescoping stocks, thumbhole stocks, flash suppressors, forward pistol grips, and threaded barrels capable of accepting a flash suppressor or forward grip on semi-auto centerfire rifles • Equipment capable of manufacturing firearm components, such as some 3D printers and CNC machines These products remain legal to purchase; however, the state now requires additional customer verification and written disclosures during the sales process. What RifleGear Is Required to Do Starting January 1, orders that include the items listed above will require: • Age and ID verification using government-issued photo ID • A written notice regarding California’s laws on firearm manufacturing • For shipped orders: adult signature at delivery, ID check at delivery, matching delivery/ID addresses, and labeled packaging These requirements apply to online orders, in-store pickup, and shipped purchases. What This Means for Your Order Beginning January 1, 2026, certain products affected by AB-1263 will require additional steps during checkout and delivery. Here’s what to expect: 1. Adult-Signature Shipping Requirements Orders containing regulated parts will ship using Adult Signature Required service. Because of this, shipping costs for these items will increase slightly. 2. One-Time Age & Address Verification After placing an order, you will receive an email requesting that you securely upload a photo of your government-issued ID. Your ID is used only to verify: • That you are 18 or older, and • That your shipping address matches your ID address, as required by California law. Your privacy is important to us. Your ID is processed through a secure system and permanently deleted after verification. RifleGear does not store copies of customer identification. 3. You Only Need To Do This Once After your ID has been verified, you will not need to complete this step again as long as: • Your ID remains valid, and • You continue using the same shipping address. If your ID expires or you ship to a new address, a new verification will be required. Our Commitment RifleGear will continue to serve California customers and will implement all required steps to remain compliant with new state law. This law (AB1263) is far worse than these suppliers are stating. Here's the full text. Link to full text of AB-1263 It is written in a deliberately vague, non-specific way. I would say that was deliberate, so they could expand the scope any time they want, depending upon the local DA's desires (more lawfare). This could affect things as trivial as speedloaders for revolvers. How about the couplers to hold two magazines together, those would seem to be covered, too. Are AR pistol grips, flash hiders and bayonet lugged front sight parts covered by this? This bill modifies the definition of “firearm accessory” for the purposes of FIRA to mean an attachment or device designed or adapted to be inserted into, affixed onto, or used in conjunction with a firearm that is designed, intended, or functions to increase a firearm’s rate of fire or to increase the speed at which a person may reload a firearm or replace the magazine, or any other attachment or device, as specified, that may render a firearm an assault weapon when inserted into, affixed onto, or used in conjunction with a firearm. |

Firearm industry members is the key words. We are consumers, not firearm industry members. C2C is unaffected. B2C is the change. Compare this law to all other previous gun control laws. Does the previous laws affect "all CA residents" or "all firearm industry members"? It's the former. This AB law affects firearm industry members, not all CA residents. |

This AB law affects firearm industry members, not all CA residents. I buy all my shooting stuff from businesses, not other shooters. Maybe some do but I don't. To me, you are making a distinction without a difference and I'm not sure why. I think a key outcome of this law is the chilling effect it has on suppliers selling products in and into California. As you can see above, many are about to stop. The thing is, that gives the anti-gunners an easy win. The definition of "barrel" doesn't seem to make any distinction when it comes to muzzleloaders or age. There is an exception for barrels attached to firearms, but the definition of "firearm" excludes Antiques. Do repro cap and balls have to be transferred through a dealer because of their barrel? |

The DOJ can interpret some of this and post regulations. Definitions and their boundaries get tested in courts with judges and juries having their say during the litigation of individual cases. |
