By letter of the law, they would be illegal. However I don't believe it was the intent of the law and everyone has them and stores sell them. They're freely used at the ranges I don't think anyone has ever been prosecuted for it.

Dose this pertain hand guns as well?
I was told rifle mags had to be modified (pop rivet) so they could only hold 10 rounds, this was years ago .
