Hello.  Someone wants my 14.5 upper and I presume this buyer would pin/weld a FH due to no SBR in HI.  Ok to ship this there?

HRS 134-8 states that rifles with less than a 16” barrel is illegal and as you noted, SBRs are illegal.  Even if the end user were to permanently attach something to the end of the barrel to make it compliant, it’s still technically illegal between the time it arrives in state and when it’s being welded with an extension.
