This was initially introduced by Trey Gowdy (R-SC) in H.R. 6620 in November. I doubt it was O's idea, though I'm sure he was glad to sign it. There's always more to the story.

I would like to ask that the Secret Service agents guarding him please not carry any weapons that have more than one "military charactoristic", or have a magazine capacity of more than ten rounds. Figure the odds - his hipocrisy knows no limits.

I'm guessing this was drafted before the new POTUS's buzzwords of "commen sense laws" & "for the children". Maybe I'm off base, but commen sense tells me that the children will one day be paying $$$ for armed guards.To protect a man who could better afford to pay for his security out of his own pocket than 90% of the general population.

It was for life up until Clinton's term was over IIRC then terms after that were for 10 years.
