KE Arms, GWACs, WWSD monolithic polymer fixed buttstock lower receivers, as well as serialized 3D-printed lowers like Hoffman Tactical's Orca design (yes, serialized ones of those exist) are all AR lowers with an integral fixed buttstock device, that when assembled with an upper legally, squarely and solely meet the definition of a 'rifle'.

My question then is, what does one of these lowers transfer as by itself on a 4473? 'Firearm'? 'Other'? They can be used to build up nothing other than a rifle as a Title I firearm under the NFA because they have an integral shoulder report-reducing device (i.e., the stock portion of it).

Receiver*

*Not a lawyer but that's how they were labeled, sold and recorded when I received two Colt assembled lowers from Brownells years ago. Similar experience in 2023.with two assembled APF lowers sent from Sportsman's Guide. I had to review the paperwork from Sportsman's Guide FFL compliance folks that were in the box with my (new at that time) FFL because he was sure they had to rifles since they had a stock on the receiver extension.

So does this mean that if you ship a virgin lower (was initially transferred as a "receiver") to someone via an FFL, and it arrives to the FFL with a buttstock on the buffer tube but without any upper, that the FFL has to transfer it as a receiver/other, and not as a firearm/rifle?

Not sure what you are getting at. How did the buttstock get installed while en-route to the FFL?

No rifled bore attached means it legally fails to qualify as a "rifle".

It transfers as a "Receiver/Other".

It can absolutely be used to build something other than a rifle. You could even cut the stock off and build a pistol as far as I know.

It’s not a rifle or long gun unless configured as such. Receivers are just receivers.

Not all FFL holders are well versed on the nuances of the laws AND/OR the do what they are comfortable with.

On one of the $5 Sabre lowers I cut the stock off for funsies.

You could also build a .410 shotgun with one, or a crossbow.  Or a muzzleloader.

The system seems flawed to me.  It looks like it allows a possible factory assembled and sold rifle to be dissembled and lose its original recorded designation on the next transfer of the serialized receiver.

It is flawed but it’s not an all encompassing registry. It’s not meant to catch stuff like that. Everything is transferred as whatever it is at that point not what it was.

Similar to how there aren’t SBR lowers even though people still do it.
