Greetings, I am a fairly new 07 FFL. I have not applied for SOT yet. I make lowers for funsies in my little town just to piss off liberals. I have befriended a small (10 sworn) Department that has expressed interest in me building them new SBR's on my lower. Can I do this without an SOT? As of now, I just xfer my lowers as a receiver, and folks can build their own. Can I just xfer a complete lower and let the LE source their own shorty upper? Thanks, DCM |

You may also want to see how the ATF handles the BBB tax changes that take effect on Jan 1, 2026. So far I've not seen any guidance or proposed CFR changes.
