So they have competent civil engineering locally. ANd a gazillion guys desperate for a $1 to do concrete work. Why do they need the chinese? Something tells me this guy doesn't understand the construction work is just money laundering. Dude might be a bright engineer but he missed the plot. |

I mean why extort the population yourself, when you can bring in the Chinese and then blame the foreigners from your kickback funded mansion. They know exactly what they're doing, it's not like they couldn't get a better deal if they wanted it. The Chinese will sell you good quality product if you want it. But they will also sell you a shit product with a lot of kickbacks if you want that instead. What the mayor doesn't realize here (or does, and getting rich all the meanwhile while running with his nice alibi), is he's just a pawn in the whole thing and the point was never building the drainage system. The drainage system was just the new thing to point to when his own countrymen steal from the populace to misdirect how they did it. |

Close friend helped finance and construct a school/orphanage in Liberia. He had a trusted guy in charge of overseeing everything that has skin in the game. Only use locals. They had to make their own cement blocks because of the grifting and short cuts taken by African contractors. Well known to not use enough concrete in the mix producing brittle blocks. They bought their own block molds and made cement blocks all day for weeks on end. He had to hire a security guard to stand watch over the blocks as they cured at night because the locals would sneak in and steal them if not. A block in each hand is a weeks pay over there. I bought his WASR 10 from him and he used the money to build the outdoor bathroom. It now has my name on the shitter. I feel so proud to have a shitter named after me.
