During the summer, you may not even "get in" without a reservation for entry. That said, in the west, most have a decent amount of side/back country accessible by gravel or hiking with far less traffic that isn't subject to reservations. We go to the popular ones in the fall. Weather is usually good with fewer people. I think the real sweet spot is National Forest and BLM. The below are BLM/NF.
