Yes, I just read this for the first time this week, so I am very late to the party. Passed Congress in 2005 and signed into law by GWB PLACC Full Text (a) FINDINGS.—Congress finds the following: (1) The Second Amendment to the United States Constitution provides that the right of the people to keep and bear arms shall not be infringed. (2) The Second Amendment to the United States Constitution protects the rights of individuals, including those who are not members of a militia or engaged in military service or training, to keep and bear arms. Congress cleariffing the 2A meaning. (3) To guarantee a citizen’s rights, privileges, and immunities, as applied to the States, under the Fourteenth Amendment to the United States Constitution, pursuant to section 5 of that Amendment. Congress incorporating the law to the States through the 14 Amendment, or so it seems. If this is still valid law, and has not been mutilated by the courts or Congress; then there is agreement with all 3 branches of the Federal Government that the 2A is an individual Right. |

It's valid law but it's also toothless. FFL's can and do still get sued, they still have to retain counsel and use this as a defense. The law needs a plaintiff pays the FFL's legal fees provision to be truly effective. |
