The VEPR has a "self-regulating" gas system which functions more reliably with light loads than the Saiga.
VEPR has last-round bolt hold open (LRBHO), when the magazine is empty the bolt locks back. No need to count shots.
VEPR has AR-style magwell, mags go straight in and lock tight. Saiga has AK-style "rock and lock" magazine well.
VEPR comes imported with factory configuration (pistol grip, etc) whereas the Saiga must be converted with aftermarket parts.
