About 14 years ago (updated later on) I wrote two papers on Mils and MOA and the Range Equations. One is a more in depth paper on the subject of what a Mil and MOA are and where the range equations come from. The other is the same but with far less math for those not interested in that part. It's a background on the subject and will probably put you to sleep, but at least you'll know what they are and how to use them....right before you pull out your laser range finder....:) They're free and feel free to pass them along.
