Weird SBS Disapproval

I just got disapproved after 73 days on a form 1 for one of the cheap Turkish folding single shot shotguns I want to shorten.
The reason was "would be the manufacturer of the lower receiver". Anyone seen this one or know what they mean?
I included all info and included pics of all markings in my form 1.

Import guns will have the name of the importer and the manufacturer on them. Did you maybe use the importer when they want the manufacturer?

Normally I'd agree with this, but in the circus that is Turkish shotguns, I've seen examples where the original Turkish manufacturer marking is only on the barrel, and the receiver has the Importer's marking. In that case, it would probably be better to use the importer on the form since that"s the only on-receiver marking.

OP, what make/model is it exactly?

It's a Berika SS12. I actually figured out the problem. All of the info was on the submitted copy but was blank on the disapproved one. Appears to simply be more government incompetence. I resubmitted, guess I'll find out in 3 months or so.
