When I first got mine back in the 90's they sent a fingerprint card that I had to take to my CLEO so they could print me and sign off on it. Is that how they do it now? How do I get an official ATF card sent to me? Or have they entered the digital age?

No fingerprints or photograph are required for a C&R. Just send in a copy to your CLEO. The form has the instruction laid out for you.
