Ok I have Trust in PA but live in a non NFA State. A buddy in PA is on the Trust so when I have purchased cans in the past, we each did Form 4's and after approval he would be the person to physically pick up the cans as the law precludes me from doing so. He keeps the cans at his house in PA.

Given there is zero tax I figured I would look into the feasibility or legality of creating another trust in PA with only me on it and submitting a Form 1 to manufacture. Given there would be no transfer from a dealer would it fly with ATF. Obviously, all components, the manufacturing, and the final product would be kept inside of PA. Is this feasible/legal?

I don't know the answer, but I would use extreme caution if you are going to do this.  Assuming that you have a trusted address in PA to keep everything, I'd think a safer option would be to register a corporation to that address.  Then have the Corp buy the cans.

A physical address is not an issue. I have previously done the corp thing for Form 4 MG's but the annual filing requirements for the state make it a nonstarter for Form 1 cans.
