I just got an email from the atf saying that you can use electronic fingerprints for eform 1s.

Pretty nice, sadly my LGS won't give me the file

I’ve rolled my own and had my local sheriff do electronic prints, but I’d really like to get an ETF file to use forever. The cheapest I’ve found for the service is at Nationalguntrusts.com for $55. Does anyone know of a cheaper way to get them?

They sell the paper ones if your prints are on file. I don't see why they wouldn't sell the Eprints.

First he said it was a privacy thing, so I said I can come in with my ID. Than, he was like it's the wrong format anyway, I said the email said it's the standard EFT format. Than he was like well the system is encrypted, so I can't export the files to any where except the atf website.
Seemed like he was just looking for excuses. Maybe he thought I was going to another dealer for a form 4 purchase? I said form 1 a few times, but maybe he thought I was just saying it because it was like an hour after I got the email.

They aren't affiliated with SS, its just a local shop that bought a print scanner. I paid a one time fee for printing, they said they keep a copy of the prints, trust, and photo on file for faster processing on my future purchases.

Check your local UPS Store to see if they offer printscan services (or just search the PrintScan web site for locations that offer the live scan fingerprint service).

Their site is hard to navigate - here's a direct link:  PrintScan ATF .etf Prints

I used their service - I ended up in a UPS Store in a local strip mall.  I had an email with my prints in under an hour after leaving the store.  About $45.  I'm about to try them out on a Form 1.

There’s a difference.  If you buy a set of prints, they get used up, and if you want to do other submissions, you have to buy more sets from them.  If you get the file, it’s yours to use an infinite number of times, so they only get paid once.

I'm about to submit my first two form 1s this Thursday(pay day), I may just do the paper prints this time. I already have the ink and cards. Instead of spending the $45.

My last Form1, I used the ink pad from amazon and the cards from ATFE. Filled them out similar to my last prints done by the Staters. Definitely weren't as pretty as the prints from the Staters, but they were good enough for approval.
I'm not savvy enough to know how to turn physical card prints into an EFT.

The paper ones are pretty cheap, 2 cards for $15.
Compared to the price on a suppressor I can't image them being worried about missing out on a couple $15 sales.
How many Form 1s do you think their typical customer does?

Yes. That's the one I used. I've only submitted one form 4 with the EFT file and should be getting approved any day. 3-11-2022 submission.

I plan to use the same file to file a form 1 when the current one is approved.

They charge for the kiosk if you're not making a purchase.
Considering they attempted a form 1 service that charged  fixed rate, and included fingerprint submission. I wouldn't think they care about selling the cards too much.
OTOH, I wondered if they wouldn't release the ETF due to privacy concerns. I had to have my RP order his own prints. I couldn't order prints for people on my trust.

I used the printscan at a local UPS store yesterday.  Took all of 10 minutes and I got the email with the link to download the file as I was walking out of the store.  Filed a Form 1 a few hours later.

I have a question on the contents of the EFT file.  On the paper form it has a section for "RESIDENCE OF PERSON FINGERPRINTED." If I move does that mean I would need a new EFT file to get this section updated? Is it still in the EFT or is there a way to update it?

You cannot open the file and observe it. It is formatted the way the ATF wants it. You just upload it on the form.

Should be valid for anything requiring FBI fingerprints.  Carry permits here use livescan, so no go for that.  But most background check stuff around here is FBI fingerprints.

No. That's not what an EFT file is.
There are PC applications which can do it, and render an EFT file for you, but they're expensive.

Yes, it is inside the EFT file (RES, field 2.041). All the plain text is at the top. You can open the file in Notepad or whatever basic text editor and change it. Do not change any of the spacing; just replace the values you want changed.

The Type of Transaction (TOT, field 1.004) must be "FAUF".
The File extension must be "EFT" only. 12MB max (but it'll be smaller).

If you have an EFT file (which is also called a NIST file) and you want to extract your fingerprint images out of it (like to print from your laser printer onto physical FD-258 cards) you can utilize one of these 2 free programs to do that:

I usually use live scan and noticed there's a series of digits under my name.  I know they are provided by Live Scan and entered on the card.  I wonder is that the EFT information?  I don[t have a usable UPS print place in the state.  But I can get live scan easily at the SO.

"Live Scan" is just a generic term for those types of systems. Idk what those numbers are (Where do they appear on the card?) but at my office both of our systems save a NIST file in the working folder (prior to transmitting it elsewhere, or outputting a physical FD-258 card) and that file can be found and copied from the C: drive to wherever. It's the same as an EFT file.

Once you have your file, you can verify all the data inside matches the EBTS 8.1 specs (although it likely already will), and then rename it to have an EFT file extension.
It wouldn't hurt to ask whoever does the I.T. there if they can export it for you.

As already mentioned, you (probably) can't do it but businesses with the right equipment can convert them. When I bought my suppressor from Capitol Armory, I provided them with one fingerprint card which they submitted to ATF as an EFT file. I don't know if they would provide a copy of that file to me if I requested it, but they keep it on file so I wouldn't need to re-submit a fingerprint card if I purchase something else from them. Midwest Silencers will convert a card to EFT for whoever wants to pay for it.

Silencershop refusing to provide a copy of the eft file is not only a real pain, but completely turns me off to using them for future purchases.

Now I have to wait and pay to do prints yet again elsewhere, and then finally finish my submission.

From my understanding, nationalguntrusts is the way to go I guess.

Did mine at a UPS store in Frisco TX earlier this week and had the emailed print file before I even started my drive home.  I think it took me 10 minutes and only that long because I rerolled my left-hand fingers a few times to get better prints.

Submitted the eform 1s today with it, so we'll see if it makes them faster.

They still email you the coversheet for fingerprint cards, guess they haven't put a check for electronic fingerprints in the workflow yet.

Eventually when you add up the cost of ink and postage.  It'd take a long time to add up though.  It's a hell of a lot more convenient.

PrintScan was the most expensive (though fastest) option at $65.  There are a couple of places that’ll convert paper cards to electronic for $40 if you don’t mind waiting.

When I did my prints myself, it was $8 for the inkpad and the cards were free.  I messed up one card and had to redo it, so just a time loss.  But then priority mail with tracking was around $12 with the risk the post office was going to lose them before my 10 day window closed.

So it’s a marginal savings on cost over the long term if you’re a habitual eform’er, but the instantaneous nature and no risk of them getting lost is a huge value add.

Can someone who's done the lives can thing tell me what the "form" is that you need for the eform print card.  Local sheriff here does then for $10 with livescan, but the lady I talked to couldn't seem to comprehend I need the EFT file NOT to have the prints sent to an employer. Her brain kept dividing by zero and defaulting back to, "We do paper print cards for that."

It's an FD-258 for civil applicants, but that's not exactly a direct link to the .EFT file. Same data though.

You may have better luck asking for the ".NIST" file since that's the native file extension for most LiveScan systems.

Ours saves all the data as a .NIST file prior to outputting a physical FD-258 to the attached printer.

I just roll my own, matter of fact did four more sets today. I do them at work but wish I could load these cards into our printer. I've never paid for tracking/signature or anything special. I never had any denied for what I think are marginal. Get free cards, roll, mail and relax.

Annoyed about silencer shop not having any way to get the EFT file that they already have, I decided to just get my own through national gun trust. $55 per file. Unfortunately, I forgot that I also needed to get my wife's done because she's on my trust, so I had to set up a second appointment. $110 total. Not at all happy about it, especially because I would have been willing to pay silencer shop to just send me the file that they already have. But whatever, it's done.

Does the eft file just get uploaded in the form's Electronic Documentation trainstop as Other Document type,  or is there somewhere else?    Filing form1 as individual after getting an eft next week, and also to instruct my ffl/sot on a couple form4s soon since they didn't know much about using eft files when I inquired against having to get card prints.

You have to fill out the responsible person section, the eft goes in there.  Even if filing as an individual.
