38 SPECIAL MK140 Green/ Red Flare.  These were used by Naval pilots for distress signaling, back before the "9mm craze" that made them all turn in their revolvers.
There was at least four different in 38spl, and another three in 9mm+p, with all having different color tips.  wolf
