I read that previously the a t f had classified some of the bolt action uppers for an a r as being a firearm in and of themselves.

Has that changed now?

I had never heard that.  Not sure how a bolt action (AR) upper could be classified as a firearm at all via the ATF.  

Maybe some state or city tried it?  (Not even Illinois is that bad)

When I hear that mentioned it's always in regards to the Safety Harbor SHTF 50. As far as I know that hasn't been reversed.
