Just picked up a new wbp polska ak47 with Childers receiver  from Atlantic firearms.  This is my first AK pattern rifle and noticed that when I charge the rifle and don't let it sling shot, it gets hung up.  Is this normal?

Ok, good.

What causes it? Is the bolt getting friction from the hammer or is it the gas piston getting caught up?

It's caused by the hammer pressing up against the bolt carrier.
This is normal and will "wear in" with use.  
DON'T start grinding on the hammer to try to stop this.  If you alter the hammer you run the risk of the anti-slam fire system not working and allowing the hammer to touch the firing pin before the bolt is locked.

Just put a dab of grease on the hammer face and shoot it.
