Can anyone here tell me where I can get a replacement top cover with a scope rail for a Maadi?

I'm not dialed in to a specific brand, but any standard railed AK/AKM cover should work.

I have an Maddi. If so inclined, you could add a AK Master Mount, and this would allow you to use any optic mount available. The covers that have a picatinny rails on them, generally never hold zero. Just a thought.
