I see the same old "Wild West" argument that, time and again, has failed to play out where "Shall Issue" became law. It was stated ad nauseum that minor traffic accidents would blow up into shootouts. Still waiting for that. The only shootings I have heard about in Times Square have been from people illegally carrying (which is about all one can do in NYC) and the police themselves.
