I guess I was mistaken. However, I thought that the NYPD used Glock 19s instead of 17s because (and this may simply have been an urban legend) the law was 15 round mags and they didn't want to exempt even their own cops.

When Kelly was the police commissioner the first time there were three police departments, NYPD, Transit and Housing.
Bratton was the Chief of the Transit Police and he gave them the 9mm first.
Housing soon followed and both Transit and Housing used Glock's only with 15 round mags and 147 grain sub sonic hollow points.
The NYPD had a pilot program with Sergeant's drivers being issued Ruger's with 15 round mags.
When he ended the pilot program and gave all the cop's 9mm's he limited the mags to ten shots and FMJ ammo.
He was replaced by Bratton as PC and Bratton gave the NYPD 15 shot mags.
Soon after the merger of all three police department occurred and everyone had 15 shot mags but NYPD still had FMJ ammo.
After Bratton came Howard Saffer as PC who was a ex fed who ended to ammo controversy by issuing everyone 124 grain JHP's like the feds were using at that time.
If he could he would go back to revolvers.
