From what I've read of it on another website it seems to be  a stream-lining process for ffl violation enforcement and makes it easier for manufacturers to transfer and showcase machineguns.  If Im wrong feel free to jump in  and correct me.      Hotair.com conservative blog has a discussion on it.

Whenever I hear that a Democrat controlled legislature is taking up firearms issues I get worried. Fortunately in this case it looks like I was wrong.
