Hello. Everyone. I live in NY state, and I was wondering, is it legal for me to order some of the old surplus Chinese steel core ammo from gunbroker?

Yes, it's legal.  It's not AP ammo, despite what some sellers may claim.

steel core pistol ammo is not OK though....no?

The ammo is legal for non FFL's to sell to each other, i.e. private sales. The law specifically prohibits FFL's from selling it.
