I own a preban Oly lower receiver ('91) that cannot be affirmed as leaving the factory as a complete rifle. Since I live in Massachusetts, that means I can't build it into a preban configured gun. I'd like to offer it to a buddy who lives in New York state (Albany area), but I'm not sure if they have the same provisions in their ban. I know they adopted an AWB when the federal one expired, but I don't know if they have the same 'shipped as a complete rifle' clause that Massachusetts has. Can someone tell me?

The NY ban is exactly the same as the old federal one and we adopted it in 2000. :(

The thing is that the 'shipped as complete rifle' isnt written into the law. I thit was an ATF ruling (I cant remember). To stay safe though we follow all the old federal rules because there is no one in NY you can ask for advice. If you call the state police half the time they dont know what you're talking about and if you contact the AG they give you the run around about not providing legal advice.

Short answer is he could make a post ban rifle out of it safely.
