Yes, it's NY legal. Shorty means it's a 16" barrel carbine. It's not a bad price but not great either. You can find them cheaper now that the demand for postban rifles has gone down substantially. I'd look for one in the $700-750 price range for a new one or around $550-600 used. It might take a while but you can find a great deal for one in the Equipment Exchange on this site, now that everyone is dumping their postban stuff. Feel free to ask more questions however noobish they might sound. We are here to help.
