Are gun owners who live in apartments allowed to carry concealed within the entire premises of the apartment building, since it's their home?  Say, down to the laundry room late at night?

A NYC license gives you no carry whatsoever unless you are on private property that you own, or have permission to be on. I don't think the common spaces of an apartment building qualify as your private property unless you own the building.

There is a good deal of case law on what constitutes your "residence" (most of which is in the context of search and seizure).  Short answer, when you step outside your apartment door, you are out of your premises.

If I lived in an Apt Building and had to carry a gun to the Laundry room.  I would look to be moving real fast.
