Under NJ law "M14S type " is listed as one of the banend firearms.
Polytech M14's are marked M-14/S, M14/S, M14S, and M-14S.
So the question is: Does NJ law consider M-14/S, M14/S, and M-14S the same thing as "m14s type"?
I'm thinking this answers it "(2)  Any firearm manufactured under any designation which is substantially identical to any of the firearms listed above." Checking never hurt though.

There are other options obviously. (SA, FA, LRB) But, I'm looking for an unexpensive project rifle.

Don't give your self a headache.  Just get an MIA or a similar gun marked M21.  With this governor and his AG, it would not be worth the effort to get an M14.  If you have the cash, custom order one from Fulton Armory.  I read an article that the owner will custimize your receiver. (Small Arms Review April 2006).
