Archived [ARCHIVED THREAD] - FTF transfer to out of state person?

I've done a couple FTF sales of rifles to residents of NJ, I did the eligibility form like you're supposed to.

What about selling to someone who lives in another state who is willing to come to NJ to do the FTF sale?  Is that legal?  Or would we have to go thru an FFL?

More specifically, the buyers home state dealer  (with a few exceptions).
