I would agree.

IMO, this is not a "Colt AR-15 and CAR-15 series" as described in NJS 2C:39-1w.  Shouldn't be a problem.  No different than a Fulton Armory FAR-15 or Rock River Arms LAR-15.

You could call the NJSP Firearms Unit @ 609-882-2000, or better yet write a letter, and tell them it is a model "GT-AR15" made by Stag Arms and will be built in Post-Ban configuration to comply with the substantially identical clause of the Assault Weapon Ban.

Technically, I agree fully with PK90, I just wouldn't take the chance. Especially when you can get other lowers and not have to worry about it.

I can't see how GT-AR15 = Colt AR-15 and CAR-15 series.  As long as the firearm does not have more than two evil features, it is not substantially identical to the banned firearm.  A manufacturers model name simply does not make a firearm substantially identical the banned firearm.  The AG makes it very clear that "substantially identical" is refering to functionality.
Please take a look at the guidlines the AG has set for the definition of "substantially identical."

"A semi-automatic firearm should be considered to be "substantially identical," that is, identical in all material respects, to a named assault weapon if it meets the below listed criteria:

A. semi-automatic rifle that has the ability to accept a detachable magazine and has at least 2 of the following:

a folding or telescoping stock;
a pistol grip that protrudes conspicuously beneath the action of the weapon;
a bayonet mount;
a flash suppressor or threaded barrel designed to accommodate a flash suppressor; and
a grenade launcher"

Having a model name of GT-AR15 does not meet the criteria to make it a banned assault weapon.
