You cannot transfer a handgun face-to-face across state lines, period. You must transfer the pistol to a FFL in NJ and then the buyer must have his pistol permit to transfer it from the FFL.
If the pistol is not specifically banned by name, and does not violate any of the AW feature laws, then it should be ok. The 15 round mag is ok, the 30s are illegal.
Also, if I get the intent of the message right, he wants you to sell it to his buddy in PA for him until he gets his permits. Not a lawyer but this smells an awful lot like a straw-man purchase... Probably not the buyer's intent to really do something illegal but its bad ju-ju for you.
If I were in your situation, I would sell him the pistol only after he provides a valid FFL in NJ for you to ship or bring it to. I would also insist that the 30 round mags be shipped to his buddy in PA or just don't sell them to him at all.
