Is it legal for an individual to ship a lower  from themselves to an ffl- does it go by the receiving states laws?

You should also verify that the receiving FFL will accept an out of state firearm from a non-licensee. There are some who will not.

Also, there is no requirement that you have a copy of the FFL.  Just verify the license premise address to which you ship it, HERE

I am not sure that is true. i thought EZ Check was just to verify a FFL,  and not to be used for transfers.

An unlicensed person is not required/entitled to a copy of a FFL's license in order to ship a firearm to him. You should verify the FFL's address on the ATF EZeCheck system and only ship to that address.
