It will all depend on how the NJSP definatively defines a permanently blocked mag.  Chances are that you will be stuck using 10rd mags.

I am working on mods to 10 round bushmasters to make them hold 15, details in this
Other thread.  I will have pics/specs neext week if they are reliable (not sure if I will need longer springs).
