Hmmmm.....I finally found a sign that said 65 on it (where 327 intersects 1604)

This is not a definitive source but it gives an idea.  Confirm in the field, or sometimes by Streetview.
TxDOT Statewide Planning Map
Select "Speed Limits" in the list, and there's a legend tab at the top to identify the colors.

I'm not seeing 70 there, depending on where.

Google street view dated March 2021 (east end) and Jan 2021 (west side) shows 60 mph at both the east and west city limit signs.

The speed limit on 1604 changes quite often depending on if there is a couple of houses, school, or someone regularly ties up a spotted cow along the road.
