You're not gonna find a decent GI carbine for sale in stores for $500 or less. If you qualify you might want to order one from the CMP, they still have some available that were returned from Italy for $495 (inland)-$595

Tex Guns in South Austin had two listed on their site, last I checked. It looks way neglected, but it's worth giving them a call. They usually have a lot of surplus (European) rifles around.
