I'm hoping someone here can shed some light on this question.  I have not had any luck searching online.

If a Texas resident CHL holder permanently moves out of Texas, is there an established procedure for converting their TX resident CHL into a TX non-resident CHL ?  I figure worst case situation is if it cannot be converted then the resident CHL would be voided when the CHL holder moves out of Texas and a new TX non-resident CHL could then be applied for.

Yeah you just send the DPS a completed change of address form with your new out-of-state address (just like you'd have to do if you moved in-state), and then they mail you a new CHL with your new address on it.

What would you need one for?


No Texas ID needed.  You once did need a Texas ID card to go with that non-resident CHL, but the DL division of DPS decided to stop issuing ID cards to non-residents.
