Does anyone happen to know the procedure for filing a missing person report in Texas?

I have a high school friend who is a self employed tree care specialist in Austin.  In the last year or so, his untreated anxiety disorder and drinking problems have really caused his life and business to go downhill.  He's basically homeless, and was staying with some of his drinking buddies when we last heard from him.  For the last two weeks, nobody (including his parents) has been able to get in touch with him.  His cell phone was turned off for about a week (went straight to voicemail) but seems to be turned on again now.  However, his voicemail is full (and has been for weeks) and he doesn't return anybody's calls.  It may be that he's simply not returning calls from friends and family because of late most of us have been pressuring him to get some help for his problems.  This guy used to be a very close friend, and it's been very depressing watching him self destruct.

At this point, I'd just like to know if he's ok.  I know that he's not currently in Travis or Williamson County jails, and I haven't seen anything regarding traffic fatalities that might involve him.

Can I file a missing person's report if I'm not direct family?  Would doing so even do any good?  All I really want to know is whether or not he's used his phone in the last week, since that would (sort of) tell us if he's alive or not.

APD is going to want to know why the family isn't involved and you are.

If it's that serious, get his folks in there with you.

Call the non-emergency # for APD and they will take a report over the phone.  If he's handled by the police for any reason, it'll pop-up that he's a missing person.  At least you might find out if he's ok.

I would agree with getting family involved! What's the name of this guy? Several of us here are LEO so may come across him! May not possibly be able to file as missing person, under TCIC guidelines, you would have to prove mental illness as diagnosed by a Dr. or he would have to be in some type of danger etc... Can possibly file as welfare concern and have them send a TTY to surrounding agancies!  Allison

If he's depressive and a substance abuser,  he more than likely has police involvement.  Here's the catch.  It's not a crime for an adult not to contact friends and family.  We'll look for him, but even if we find him we can't make him call you.

He has had a few run-ins with the law (public intoxication and now a pending DUI).  He is an adult, and unfortunately probably isn't ill enough to be commited as a danger to himself.  I realize that Austin PD can't make him call me (or his family).  All we're really looking to know at this point is whether or not he's alive and free (as opposed to being in a hospital or a jail somewhere).

I'll give his parents a call tomorrow and see if they can go ahead and file a missing persons report.  Unfortunately they live out of state, and they don't have a good sense for how far he's slipped this year, because when they are able to reach him by phone, he insists that things are going well...

Our dept will take them if they have not been heard from in a while as long as its not normal for them to do that(stupid I know). Also whoever last saw him can report or the family. But like mentioned above unless he is a danger to himself or others, they'll just advise him to contact the person reporting or family members and their 10-8. Then he's cleared from NCIC/TCIC. I would get the family involved though for sure.
