Looks like Dover doesn't like the recent surge in concealed weapons permits.  They are proposing a proficiency test and maybe a firearm specific permit.

Chief among the considerations would be requiring new and renewal applicants to qualify on their firearms, said Timothy Mullaney, chief of staff for the Delaware Department of Justice. Right now, first-time applicants must live-fire their weapons 100 times, but aren’t required to meet a certain score or complete the requirement again when their permits are up for renewal, he said.

Another possibility is making permits specific to the firearm an applicant uses to qualify, Mullaney said, calling the difference between a .22-caliber and .45-caliber weapon “immense.”

Must be because of that spike in murders by concealed carry permit holders... because that happens.
