Would a Romanian PSL "Dragonov" be legal to own in Canada?

Guy I go to class with wants to know if he can import one back to Canada after he gets his license.

the best thing to do is call the Canada Firearms Centre at   1-800-731-4000

and talk to the chief firearms officer. or go to
