You need to be more specific with your topic.

Do you mean  ''Why, Canada, are you allowing your dictator-like Prime Minister to threaten implementation of a nation-wide ban on handguns just because there is a bad-ass gang problem in one small part of the country?''

Or do you mean  ''Why did the same dumb-ass insult the U.S. administration for its unwillingness to participate with the rest of the world in Kyoto, even though it is acknowledged that in many ways the U.S. already has some of the toughest environmental policies ?"

The answer to either of these questions depends on which part of the country you live in!
