FYI

Looks like the Monarch steel 223 is gonna be on Hot Deal pricing next week.   $3.99 a box of 20 down from the normal price of $5.99.  I didn't catch if there was a limit.

Similar but it depends!   The Monarch ammo is made in the Barnaul plant in Russia.  But they(Barnaul) make ammo for many other importers as well.  Brown Bear and Silver Bear both come from either Barnaul or Ulyanovsk.

It's ok for plinking ammo but not much else.  About 4 MOA at best.  The Monarch shows Lacquer coated on the cases though.  Red primer sealant too.

Any reason not to shoot this ammo when just plinking around?  Why so much cheaper?

It's cheaper because it's steel cased and it's made in Russia, Academy probably bought containers of the stuff and can afford less margin.
