Is it legal for me to ship a "pre ban" configured AR upper receiver to Hawaii & is it legal for the purchaser to own/buy it?

Yes.  Hawaii doesn't have a AWB.  As long as the overall length of the barrel is 16", it's OK.

Some pistols were designated at assault pistols and banned but not long guns.
