With the Governors order regarding expired weapons permits. If somebody’s permit to carry is expired and they wish to purchase a handgun from an FFL, does the FFL just need to run a NICS check? If it’s a professional permit that expires on termination of employment (and they are still employed) but the NICS is greater than 5 years old does the FFL just need to run a NICS?

SECTION EIGHTY-SIX.  Pursuant to Iowa Code section 29C.6(6), I continue to temporarily suspend the regulatory provisions of Iowa Code sections 724.6, 724.7, and 724.20 regarding professional and nonprofessional permits to carry and permits to acquire pistols or revolvers, in that, for State purposes only, the permit to carry weapons will not expire during this Proclamation.  This suspension will not extend to the ability of the permits to be used to purchase, in lieu of a NICS check, once the permit is past its original expiration date.

Yes on the NCIS Check, the expired permit is only valid in Iowa, and the BATFE does not follow the Governor's orders.

Professional permits are valid for 5 years from date of issuance. After 5 years it is invalid, even if still employed, and you need a new one issued. They don't have an expiration printed, because employment is not a guarantee.
