That City will never come back. Unless they find a gold mine hidden under it (even if they did they would just waste it anyway) there will never be enough money to fix it. Even if the State has a huge economic increase or GM finds a new product that revolutionizes the industry, the money will wind up in the suburbs.

The only thing that could happen to some of that land is that it gets divided up to other cities or new cities. However, that takes a ton of cash too.

Its a dead city.
