Am I able to assemble a 14.5 inch upper or any SBR if i go throu the ATF?

Not in Michigan you can't. If you want one, you'll have to talk to our legislators and see if you can get them to change the law!

What about a 14.5 upper with a permanently attached flash supressor that puts it to 16 inches?  Is this leagl in Michigan?  Anyone ever ask the AG?

Yes.  Legal if permanent length is 16" (read welded, soldered, pinned FS or muzzle break).
