Amendment: Senate Judiciary amendment 1 limits the effects of the bill to include only cars owned in whole or in part by the individual with a handgun permit, or the handgun permit holders family.
Senate Status: Senate Judiciary 04/29/2009 recommended with amendment.
House Status: House passed 03/19/2009.
TFA Opposes the Senate Amendment. It should not matter whether you own the car or not.  What if its a rental? What if your car is being repaired and its a loaner.  What if you normally drive a sedan but borrow a truck or 4x4 during hunting season?

Restrictions on elk hunting. Clarifies that special elk-take permits are only valid in the eastern grand division of the state. (S: Southerland; H: Lollar)
Amendment: Senate amendment 1 makes the bill. Prohibits any nonprofit wildlife conservation organization that sells or transfers an elk-take permit from using more than 20 percent of the proceeds to administer such sale or transfer. Currently the cap is set at ten percent. Authorizes the commission to promulgate rules and regulations to implement the special elk-take permit program. House amendment 1 makes the bill. Prohibits any nonprofit wildlife conservation organization that sells or transfers an elk-take permit from using more than 20 percent of the proceeds to administer such sale or transfer. Effective date of regulations for cooperative agreements. Requires executive director of agency to submit report to the governor and each member of the wildlife resources commission by September 30 of each year. Carrying guns in restaurants. Authorizes any individual with a handgun carry permit to carry a firearm into a restaurant that serves alcoholic beverages as long as such individual is not consuming alcoholic beverages and such restaurant is not an age-restricted venue, defined in current code as an establishment that restricts admission to persons who are age 21 years or older by checking patrons' identifications. (S: Jackson; H: Todd)
Senate Co-Sponsor: Norris
Amendment: House amendment 1 rewrites the bill. Authorizes any individual with a handgun carry permit to carry a firearm into a restaurant that serves alcoholic beverages as long as such individual is not consuming alcoholic beverages. Prohibits such carrying between the hours of 11:00 p.m. and 5:00 a.m. and at such times that the restaurant is age-restricted. Defines age-restricted for purposes of this amendment as a restaurant that affirmatively restricts access to persons 18 or older by checking patrons' identifications. Removes reference in original bill referring to the bill being subject to provisions of TCA 9-17-1359, permitting a property owner to post notices on such property prohibiting firearms. Senate amendment 1 removes the provisions of House amendment and thus reinstates the provisions of the original bill. This amendment also revises the original bill to remove the requirement that the restaurant not be an age-restricted venue in order for a person who has a handgun carry permit and otherwise complies with the bill to carry a handgun into the restaurant.
Senate Status: Senate 04/27/2009 appoints conference committee.
House Status: House 04/30/2009 appoints conference committee.

Signage restricting hunting game on certain property. Requires signage to effectively restrict persons from hunting wildlife or big game on landowner property be placed at all major points of ingress of the lands being posted. (S: Norris; H: McCord)
Amendment: House Conservation & Environment amendment 1 specifies signs must be at all points of ingress in places where intruders will likely see them.

I'm not sure exactly what this bill accomplishes after the amendment. Did it just add a person's business to the list of places where they are allowed to defend themselves?

I am contacting you regarding the topic of carrying of handguns in restaurants. I feel this needs to pass to allow those that are legally allowed to carry a handgun to be allowed to protect themselves from violent crime regardless of where they are. By limiting the areas in which a person may protect themselves it creates an area of vulnerability that criminals will likely exploit.

Also, there should be no restrictions on the timeframe in which a person is able to protect themselves. Criminals don't care about what time it is before they commit a crime so there should be no restriction sa to when a person can protect themselves from said criminals. By putting restrictions on the time frame the criminals are given a window of opportunity in which they know honest, law abiding citizens will be unable to protect themselves.

Finally, if this passes hold property owners responsible for any and all injuries incurred during the commission of a crime if the property owner restricted the patron's ability to legally protect themselves.

I exchanged emails last night with my Senator - Mae Beavers. She stated: "I am on the conference committee which meets Monday at 2:00.  I believe we will have the votes to remove the ridiculous restrictions put on in the house."

Makes me feel better.
